Although the city of Yogyakarta either become part of the Sultanate as well as become part of Pakualaman have been able to establish a House of Representatives and City Council City Government led by the Sultanate and Pakualaman Regent City, but the city of Yogyakarta has not become Autonomous Township or the City, because the power of autonomy covering various fields of administration still remain in the hands of the Government of Yogyakarta Special Region.
The city of Yogyakarta Sultanate and the region that includes the new Pakualaman a Township or City of Autonomy with the birth of Act No. 17 of 1947, in Article I states that district covering an area of Yogyakarta Sultanate and Pakualaman and some areas of Bantul district which is now a District Kotagede and Umbulharjo defined as an area that has the right to organize and manage their own household.
